The marine environment can be a difficult and unforgiving one. Whether it be a container loading site, a refit yard or at sea, it demands the best of all of us and therefore the standards of marine safety need to be just as uncompromising.
Yet it does not need to be unnecessarily difficult to meet these standards. At Enable we pride ourselves on successfully delivering some of Australia’s major marine projects as well as providing a range of health and safety services for our clients.
Our consulting team consists of personnel who are former RAN Marine Engineers with over 20 year’s experience managing Health and Safety in the offshore sector. Whether it be completing submarine escape training in the United Kingdom or offloading containers in the Pilbara our consultants know how to walk the talk!
In recent times we have successfully completed two of Australia’s biggest marine projects.
Firstly, we managed offshore Health & Safety for Dredging International, one of the world’s leading dredging companies, in their capacity on the Wheatstone Project. This included a 17km long approach channel (26 million m?), manoeuvring and loading areas, berth pockets and a tug harbor making it the most complicated dredging project ever undertaken in Australian waters. Our consultants held overarching responsibility for all HSE Offshore Management of 18 Dredging International vessels, 4 Great Lakes Dredging Vessels and 1 vessel from Boskalis. The Project was both broad-ranging and demanding. Our consultants held overarching responsibility for all safety ranging from the ability for the companies to operate in Australian waters in accordance with NOPSEMA and AMSA regulations, conducting initial Vessel Safety Inspections, the development of HSE Management Plans, Emergency Response and Preparedness Plans (including Confined Space and High Elevation Rescue), development and implementation of Emergency Drills and exercises, Cyclone Response and Preparedness Plans and the ongoing daily management.
Our second major project recently has been for Toll Energy on Barrow Island. As Australia’s biggest ever single resource project the logistics were highly complicated as were the safety standards. Our consultants managed the safety of marine logistics at a number of logistic entry points: landing craft ramps, land backed wharf with tower crane, sunken barges with crawler crane, bow-on barge mooring proving Roll Off-Roll On capability, Stern-on Ship’s mooring utilising ships cranes and RORO to stern ramps and along-side wharfs utilising ships cranes to discharge to wharf and transport.
Enable Safety Solutions have extensive experience in safety assessment including hazard identification, hazard and operability studies, safety critical system assessment, writing safety procedures and developing justifications and cases.
Marine Emergencies and Fire
Enable Safety Solutions role is to establish the Fire origin, cause, spread and circumstances of the incident. Our Marine Team comprises personnel with 40 years experience in Marine Engineering coupled with some of Australia’s senior Fire Service Commanders ensuring you receive the most professional Marine Investigations in Australia.
Our role would normally comprise:
• A site visit aboard the ship or boat to examine, record and interpret the physical damage
• Canvassing immediately available information
• Prompt production of a preliminary report or advice
• Subsequent collation and interpretation of witness reports and other documentary evidence
• Laboratory examination, analysis and interpretation of results as required
• Preparation of a comprehensive final report suitable for litigation.
Safety Codes and Compliance
Ships operate under marine transportation legislation and regulations, so codes and compliances from each of these areas must be adhered to. As outlined above we have managed this function on some of Australia’s biggest projects.
De-risking Marine Operations
Enable Safety Solutions help to de-risk marine operations from mobilisation to demobilisation. We identify what can go wrong, and review the proposed risk controls to develop comprehensive emergency/contingency plans and identify any additional specific mitigations that are required. We can quantify the risk and simulate the proposed operations to assess likely variability in overall duration and cost, predict losses and show the sensitivity to programme delays, equipment failure and weather.
De-risking Marine Transportation
We support ship owners, charterers and insurance companies by attending loading and unloading operations of major components and to advise on lashing and securing.
Safety in offshore projects is paramount. Risks need to be identified, assessed, controlled and mitigated within the structure of robust and defensible safety management systems. Enable Safety Solutions have developed safety management systems across a wide range of marine industries.
If your latest marine project is exacting or you simply need a system that meets the demands of your environment, we understand. We know how hard it can be and we won’t let you down when you need us most. Whether it is one boat, a ship, a fishing fleet, or the land-based component, get Enable onboard for world-class safety performance.
